This is the Chemical Section of the British Association meeting that year. The guy who seems to be offering a light is Sir Henry Roscoe, Owens College and University chemistry professor, MP and uncle to Beatrix Potter. The one trying to light up is Dmitri Mendeleev of Periodic Table fame. Is this Victorian photographic whimsy by the subjects and/or by the cameraman? The photo was taken by Warwick Brookes, who had a studio on Oxford Road, near the main campus.
